Job Title: Public Health Specialist Consultant – Health System Reform Program
Location: West Bengal, India (with possible fieldwork and remote components)
Engagement: Consultant (Independent Verification Agent role under Technical Assistance Component)
Duration: As per project requirements – 6 months to 1 year with possibility of extension (5-year program scope)
About the Assignment
EHI International invites applications from qualified public health specialists to join as consultants for an upcoming Health System Reform Program initiative to improve health service utilisation, quality of care, and reduce inequities in maternal and adolescent health in West Bengal.
The consultant will play a critical role in independently verifying Disbursement Linked Indicators (DLIs) through analytical studies, large-scale surveys, and rigorous assessment and evaluation of public health programs at the state level.
Key Responsibilities
Lead or manage public health projects focusing on service delivery, quality of care, and maternal and child health in West Bengal.
Conduct or oversee analytical studies, assessments, and evaluations of public health programs at the state level.
Design and implement quantitative data collection tools, including survey questionnaires tailored to large-scale health surveys.
Supervise data collection, ensure data quality, and perform comprehensive data analysis using statistical software.
Prepare detailed reports, provide technical advice, and present findings to stakeholders.
Collaborate with government agencies and other partners to support program monitoring and evaluation.
Required Qualifications and Experience
Minimum 15 years of professional experience in public health, with substantial work focused on West Bengal.
Proven experience managing or contributing to public health projects, emphasising service delivery, quality of care, and maternal and child health.
Demonstrated expertise in handling or managing analytical studies, assessments, and evaluations of health programs at the state level.
Strong background as a technical expert in public health projects involving quantitative data collection, questionnaire design, and large-scale surveys.
Proficiency in statistical analysis and data interpretation relevant to health systems research.
Experience in preparing technical reports and communicating complex findings to diverse audiences.
Knowledge of the health system and maternal and child health initiatives in West Bengal is highly desirable.

Ability to work independently and as part of a multidisciplinary team.
Familiarity with World Bank procurement and reporting standards is an advantage.
